I thought this was rather interesting. West Coast on one of her interviews claims that the HAARP is really not being used to cause all the weather disruptions around here. She claims that our cell phone towers are being used to stir energies to create abrupt changes as they are energized or loaded 1000's of times more than they need be. You decide, but sounds plausible since cell phones can be used as bombs.
